Hmmm... I've played a dozen or so matches since it's release and haven't gotten it yet. Bad luck I suppose.
I did not have a chance to stop and do some benchmarking on my brother's PC. I did do some basic performance checking on my rig.
My rig specs:
Haswell i5 @ 4.0 ghz
Gigabyte GTX980, 1354mhz GPU clock, stock 7ghz memory clock
16 Gigs RAM
Game loads and runs off a Crucial MX100 SSD that is not shared with the OS (OS boots from its own SSD)
TASystemSettings.ini has AllowPerFrameSleep=False
All other settings in game are otherwise maximized for quality, running at 1920x1080 resolution.
I picked two random non wasteland maps and observed framerates (via GFExperience overlay) while monitoring GPU and CPU utilizations in real time on my other monitors.
On non Wasteland maps, in a 3vs3 with bots:
Observed frame rates were between 130 and 160ish. Rocket League CPU usage hovered around 50%, GTX 980 usage pretty much flatlined at 100%. Based on this, the GPU is the limiting factor in frame rate on non Wasteland maps for me.

I then played two rounds on Wasteland, again, 3vs3 with bots:
Observed frame rates were between 70 and 105. Rocket League CPU usage hovered around 67%, GTX 980 usage bounced around from mid 40s to mid 80s. This indicates to me that my loss of about half my total FPS is not a GPU bottleneck. The GPU is not cranking along at 100% but struggling to keep up the frame rate, something else is causing a bottleneck and starving the GPU of things to render.

Keep in mind unless I had AllowPerFrameSleep=False set, I would get a solid, limited 60 FPS consistently across all of these tests. Wasteland looks to be using an additional 12-17% CPU over non Wasteland maps. It would have to be something CPU related causing the problem, as the game simply stops stressing my graphics card while cutting my frame rate in half. I would be interested in finding out if the people who are also reporting unplayable frame rates are running weaker CPUs. Out of my three accessible systems, the two with an i5 do take a big performance hit but not big enough to make the game unplayable.
AMD x4 3.2Ghz and gtx 760.
I just updated to 359.06 myself and the lag went away. I've got a AMD Athlon II X4 640 with a GTX 750ti.....was dropping to 10-15 FPS, now it's back up to a fluid 50-60...
