Oh really, I thought it would read my mind.
That tech is reserved for future DLC.
After some analysis in free play I think the issue is that the direction lever/button has to be fully depressed *before* the second jump. If direction is chosen at or after, you'll jump twice and the car will simply rotate in the relevant direction.
Having said that, front flipping should be quite straightforward as you can hold down the forward direction the whole time while pressing A quickly twice. But it's taking me quite a while to get the timing right when I want to do a sudden side roll after a dash forward.
It could be a keyboard limitation.
Simple way to test is to go here and mash on your Keyboard.

But OP never stated whether or not he uses kb or controller... so... i guess we need to be mind readers >____>
I have no explanation for this other than the lag that is very much still in almost every match - they just smoothed it out a while back so its not as obvious anymore - and now we have things like this.
Im on controller btw. have even switched between xbox360 and xbox one controllers to test it out.
in free mode training just turn SLIGHTLY left and try and flip left without changing the stick position inbetween.
I'm using the xb360 controller.
When I try the same, my car turns slightly then DOUBLE JUMPS and then in the air it spins. (stick position stays the same throughout this test, slightly left)
So when using the xb360 controller you have to push the stick a little further to flip (doesnt have to be fully) then it takes to change direction (on the ground or spin in the air).
Maybe thats the problem. You think you pushed the stick, but it just didnt get far enough, before you push jump the second time.
I know you could just FULLY push the stick every time you want to flip.
I think you should be able to costumize that.
cause if it's server side, like all things, your input would then be lag and server load dependent.
this could mean, yes, some of your actions are indeed not getting registered.
