I don't think so. Let me ask you this, what do you think is likely to be more overwhelming to new players? 2 rotating game modes or 3 rotating game modes (counting the 4v4 modes)?
When heatseeker was present, unsurprisingly, most players would always play that over whatever other mode was competing against it, keeping it in rotation every week since it was added. This meant that it was essentially a permanent game mode that players, both new and old, could always come back to, making it a familiar and whelming sight every time. However, since 3v3 heatseeker is now in rotation, it might last as long as 2v2 heatseeker (until that comes back and reclaims its throne). In which case, it might not be that different in terms of the new player experience from before. Though, I'd say the 2v2 heatseeker mains aren't gonna be happy about it lol.
If you ask me, I think they might just want the ability to artificially boost player numbers by adding heatseeker whenever, but even I know that sounds like a conspiracy theory. I just can't think of what other reason they might have, at least not at the moment.
Well, if nothing else, I do like that they weren't just lying about the least played game modes being rotated out rather then them just arbitrarily swapping them in and out, which was a suspicion I had when they first announced that feature. Although evidently, they did end up going back on that with the removal of 2v2 heatseeker (arguably their most played casual extra mode), regardless of the "excuse".
TL;DR nah, new players wouldnt be overwhelmed by a permanent heatseeker mode over any other mode that probably rotates a lot more overall
