And I see nothing in the link which would point anything about epic or steam.
One thing they don't point out. You need two controllers to actually do it. Player 1 will always be Keyboard/Mouse and whatever the first controller plugged in is. Then the second controller becomes Player 2.
Sometimes from a glitch, you can use one controller with a keyboard and mouse. But never found a reliable way to trigger it.
Also, try doing it with Steam Controller Configuration on and off.
Right click Rocket League -> Properties -> Controller -> Override set to "Disable Steam Input"
Last thing you could try is fully removing the drivers for the controllers. Unplug the controllers, open Device Manager, click View, turn on show hidden devices. Find them in the tree and right click them, uninstall.
