Is RL a demanding game?
I bought RL on XB1 and absolutely loved it. However, there are a few issues with the XB1 port, so I am deciding whether to get it on Steam. Does this game require a strong machine?

I've seen that. They don't always compare well though. For example, one of the Amnesia games essentially states that it won't run on my machine, but it does run.

There's a video on youtube from LowSpecGamer where he runs it on a machine with lower specs, it requires a few tweaks and looks fugly, but it works. If you want to enjoy the graphics, lower than minimum specs probably won't do though.

I personally don't think it's all that demanding. As long as you play at an appropriate resolution for your GPU, you should be ok. The VRAM requirements are fairly low - I play the game at 4k and it only uses around 1.5GB of VRAM, so IMO as long as you have a 2GB card, you should be able to play the game in at least 1080p pretty smoothly.

Cool thanks. My machine has 8GB ram. It's the graphics card that worries me.

Steam has a pretty decent refund policy! It wouldn't hurt to check it out. And VRAM would be (basically) the RAM on your GPU. As opposed to system RAM...being the RAM you're referencing. :) Good luck!
