I can't refund jager pack. Can someone help me?

I purchased 2 days ago, the Jager Pack Bundle but i really want a Refund. I tried to refund on steam but it says ''We are temporarily experiencing problems communicating with the game item server. Unfortunately, this prevents us from continuing with your refund request. Try again later''

You can't refund dlc's or in game item purchases I think. That's probably not why you have the issue though.
