Maybe blocked by antivirus too.
Try look straight for RL report details which usually can show reason of crash/not responding :
On Windows open Control Panel - Security and Maintenance - Maintenance - Reliability History (Monitor) - View all reports - Search for Rocket League and View Details - Double click to open report with recent date/time when game had recently issues (if you have more reports click on "More"). Line 'Faulting module' could say most about issue. Guide with images

For ntdll.dll (or common universal fix) = corrupted save - disabling cloud saves on Steam and renaming folder should work :
Steam Library - Rocket League - Properties - Untick keep game saves;
then rename Rocket League folder in path Documents - My Games (e.g. to Rocket League Old, but name doesn't really matter)

I had launch game issue recently too and for me Windows updates helped (or could be restarting PC, not exactly sure)
