Non licensed car can appear in free version of epic games, but they are items (very rares) and it's in game drop which is random rather than unlocked at default. Plus some items are missing as well like the wheels, etc.
And it honestly depends on the steam owner. for ex licensed mclaren dlc were cost 2$, but it cost 10$ (1000 credits) now in game. Adding mclaren dlc to your steam means that you get the mclaren who is sold in shop cheaper.

I'm trying to confirm whether these expansions are indeed worthless for owners of the Steam version of the game, or whether activating such an add-on from a Steam Gift will give the owner of the game something that could be valuable to them.
