CSGO has prime, so that at least stops some of the smurfs, won't stop all of them, but makes it harder and more expensive for them
There's no way you're this dense.
It's one thing for the game to put you up against better players when you're about to rank up, because these better players belong to the same rank threshold that you're in.
It's another, completely different, thing to play against top tier smurfs, who will not let you touch the ball due to speed, reaction and mechanics differences.
When Rocket League came out, the % of smurfs was near 0. How exactly did people get better, and eventually some became pros, without playing against smurfs?
When the game came out, the only people that "knew" how to play was the players from SARPBC, and i'm pretty sure they were not smurfing as most of them were trying to start a stream channel and grow an audience.

its so annoying how people defend them like "well they give tips" "they arent all bad thier HANDICAPPED" I remember when some youtubers and viewers were mad when psyonix said in a tweet "yo can yall not openly admit to cheating...can yall stop posting that" even til this day its still the same excuse.
