Hi, it’s definitely not network.
Other then that there's still times where it isn't smooth and i chalk that up to network issues as there's no rhyme or reason behind it.
Also, avoid using more than one monitor if possible. Any videos or audio players with animations can cause stuttering on other monitors. Especially if you're using a monitor with G-Sync/Free-Sync.
If none of this helps, the last thing I'd try out is ProcessLasso. It can let you permanently adjust how many CPU cores programs use and adjust what their priority is when the CPU is handling tasks. You could do all this through Task Manager as well, but you'd need to change the settings back every time you'd run the game again.
I got one monitor but it has free sync so I might look into that
