It would be a lot of fun if the game allows such modding. But still Psyonix wouldn't do this 'cos it may hurt the reason to have DLCs ! :
Right now the general pop all seem to use one of three, maybe four cars for that very reason, and two of them even have similar hitboxes.
Secondly there would be legal issues with copyrighted stuff, blah blah lawyers.
As for artwork, such as decals, that would be cool for teams and such.
