The save files are in Documents\My Games\Rocket League\TAGame\SaveData\DBE_Production
If you back up those files and want to restore them later when you have cloud saving enabled then you need to start Rocket League then copy the files into that folder then shut down Rocket League and restart it.
On your pc is just replays, settings, presets, cache, stuff like that.
If the game cannot create this folder because the user does not have write permissions to Documents or any of the subfolders that lead to Documents\My Games\Rocket League\TAGame\SaveData\DBE_Productionthen I don't know what will happen. Its quite possible that you will have start over at the tutorial every time.
I play Epic Games version.
If your data fails to be saved in Rocket League after you shut down the game it could be caused by an antivirus product trying to protect your Documents folder from ransomware.
You might want to check out your security settings for Microsoft Defender's "Controlled folder access" feature. That can block programs from writing files to protected folders. If you have that feature turned on you might need to try to add Rocket League to the allowed apps by accessing Settings->Windows Security->Virus & Threat Protection->Manage Settings-> (Scroll down) Manage Controlled Folder Access->Allow an app through Controlled folder access.
