One Better and Certifiable Achievements
Can someone explain to me how to get these achievements? Do certifiable items drop like regular items or do they have to be crafted? Are they in any way related to painted items? If I ever get a certified item is it just a case of playing with it on to level it up?

I don't have a certified item (yet), but I think it drop only during playing online (as all others items, except commons). This item level up with your skill, so yes, you have to equip it when playing online (he don't track down your skill when playing exhibition and private matches).

I've been playing dozens of games per day, and still don't have either of these or Budding Artist. There has to be some other requirement. I've been playing almost exclusively ranked matches, but on PC I'm only at Pro level (Master on PS4 and Expert on XB1, but haven't been playing on either of those lately, so I'm wondering if there's a level requirement). Can you think of any specifics about the game you were playing when you got these items?

I don't even know what a "certifiable" item is. Is there a list of stuff? Maybe it's like some of those special items in TF2 you can only get from playing someone who has one or from a contest. They are a completely seperate type of rarity and don't randomly drop or get obtained from crates. Things like the Solder's Service Medal.

"But they wouldn't make an achievement for something like that!" you might say. Actually, TF2 has a few achievements like that; I don't see why RL wouldn't also make some like that.

I eventually got both of these achievements. As far as I know certified items drop just like regular and painted items. When you look at it in your inventory it'll tell you that it's a certified item and it'll also track specific things you do during games with it equipped. For example, I got a certified tiara that tracks goals, so obviously scoring goals will level the item. Once I scored 100 goals it reached Veteran rank.
