Time will tell. I feel like the only reason for a painted to be tradable would be if it increased the chance of getting a painted back. Otherwise ideky they'd make them tradable given their rarity and the fact that adding 1 or 2 to the trade-ins didn't increase the rarity of what I got back. Maybe it just increases the probability though.
Did your friend get a painted item of a higher tier than uncommon though (so either rare or very rare)? I've been wanting to confirm whether they exist. I'm also curious if certified items of higher tiers existed - if so then it's probably best for me to trade in lower items for higher items as often as possible until my first certified to get those 'chievos easier. Basically that would mean that every 5 item drops that aren't certified have the ability to get a 6th chance for free (assuming you only care about whether an item is certified or not).
