How do I setup different decals and presets for each team colour?

I wanna know how do I setup different setups dependig on the team colour.

Jhzer's video on the Dominus GT he had red wheels when on orange team and blue wheels when on blue.

and with mouse you use right click to specify for which team you're picking, right click gives the option, while left click = item applied to both teams.

right click on the thing you want to equip and then left click on orange or blue team
