The really cheap decals are Tora, Streak Wave, Future Shock, Snowstorm, Leviathan, Kaleidoscope, Partly Cloudy, MG-88 (Octane and Endo), Jetstream (Maverick and Octane), Snakeskin, Dot Matrix, Dragon Lord (Octane) and Distortion. Option 1 is better if you actually need your inventory at some point, but you can still sell some items you don't need for keys. Remember, in Rocket Pass 2, only free items and painted/certified items beyond Tier 70 can be tradable.
Since Heatwave and Fire God are both expensive, especially for broke people (which also includes me), the Dragon Lord decal is actually fitting with Dracos[www.rocketprices.com] if you're an Octane main. For other cars, an Orange Streak Wave could also work and it's only worth 1 key.
