For this you need to find someone who did not activate his RL key, but bought it before it was removed from Steam. It is very rare but If you could manage to source a track of a re-seller and take an appointment to talk to him you might actually be able to get a Rocket Leauge Steam key for around $13500 American Dollars.

Yeah its possible with a Steam Key that has been bought before the Game was removed from Steam. But the price rises and its currently at 14k$

If there is a way then it is at least overpriced (as you can read people throwing random numbers) and you could also get potentially scammed so it is on your own risk.
