Before I was going to work I Googled "999 ping Rocket League" and although it was also issue related to controller in 2016 I want to exclude that as possible cause :

I used to play all regions all the time. I've only recently restricted myself to the U.S., so it can't be that, because this bug is relatively new and has gotten much worse in the last month. Just a few weeks ago or so, it would only last for 10-15 seconds. Now it's up to 90 seconds.
Actually.....I guess that _could_ be the problem. Maybe I should try some other countries instead of the U.S. and see if that helps. I was thinking just in terms of physical distance and hops, but if it's actually a server or routing issue, then playing in another country might pin this down. I'll try this one tonight.
I'm on DSL right now. I did call my ISP and they did not find anything unusual with my connection or modem. And since it's unlimited monthly BW, they said they don't log connection history so they had no way to check during certain times where I had the issue.
I do have a spare modem I can try out though, to rule that out, but that might be a few weeks before I can try it. Also, since the spike lasts so long, I can actually do a tracert and ping test during the spike to see if it's affecting other things. I can also test my cell phone which uses the wifi during the spike and see if there's a delay there
I have not had one instance of the 990 bug yet, but, it does "try" to bug me with it. Instead, it will spike up to about 500 ping for just 2-3 seconds and then come back down to normal, although 'normal' on these distant servers is still in the 150-250 range for me.
So, it is much more playable now than before, but I still have to deal with the constant "ball updates" due to my constant high ping on these servers.
So, I think that says something about either the U.S. servers or the routing to them. But I'm going to keep playing it like this for a few more days to be sure, and then I will start to trim down to the non U.S. servers that are closest to me to see if I can improve it further.
It would be interesting to see a poll of how many people see so called "connection issues" and what servers they are actually playing on. I wonder now if the U.S. has the worst servers.
