Anyway, if your CPU does not meet the requirmements and I bet GPU not as well.
You can try using Geforce Now to run the game. (you need good internet connection.)

OP, what's your GPU?
The game was just fine, however to play 3s/rumble I had to drop the resolution to 960x540 to maintain the same, slightly higher average fps of 90.
Because it just wouldnt work in 3s on 720p with drops to 40-50 fps, it would freeze/stutter ONCE but only at the beginning of the game for about 10 seconds so here's that. By lowering resolution I've reduced the time of lag from 10 to about a second. All of the above was done without interfering with game files. But you might aswell download an fps config for rocket league, look it up on the forums. Keep in mind though, it will set your resolution to 640x360, so you'll have to change your resolution each time you restart your game. For me it was worthy, improved my fps on any res by 10-15.
CSGO - Dual core 2.4 GHz;
L2D - 3.0 GHz but only Single core;
RL - Dual core 2.5 GHz.
So I can maybe assume that your Processor is at least Dual core and frequency is only 1.6 GHz but probably it has Boost Clock at least 2.4 GHz.
So it needs to have Boost Clock 2.5 GHz to meet Processor requirement for game.
But integrated processor's graphics can still be issue so it would help if you provide full Intel processor name with numbers.
Also "mouse icon" next to your name is showing that you have game in Library so did you install and try launch game already?
A i5-10210U clocks at 1.6 GHZ default turbos up to 4+ for instance will run this game just fine.
There's plenty of more processors that arnt celerons that are default clocked at 1.6
such as the i5-8250u
Both come with intel HD 620 which is sufficient to play this game
p.s Celerons also turbopn from 3xxx
2. He only said "1.6GHZ", WITHOUT any more information. So I answered him accord to his question, 1.6 is not enough for Rocket League unless he boost it to 2.4GHZ.
I will download rocket league on my old laptop, just to try that out and I'll be running the game without nvidia gpu.
Specs are the following
1.9ghz dual core pentium
4gb ram
920m 2gb

Okay, so
1366x768 lowest 25-40 fps in 2v2
1024x768 lowest 35-45 fps 2v2
960x540 - 35-50 fps in 2v2
800x600 - 40-50 fps in 2v2
640x360 - 40-70 fps in 2v2
With occasional stuttering of course.
I would say it is playable, considering you're in lower rank, wouldnt try playing 3s though especially rumble. The best way to play it, is to stick to 1v1/2v2 gamemodes. If you have one of those old monitors to use, use them so it doesnt look as awful.

with 920m enabled the fps is
1366x768 lowest 70-90 fps in 2v2
1024x768 lowest 75-95 fps 2v2
960x540 - 70-120 fps in 2v2
800x600 - 80-135 fps in 2v2
640x360 - 130-180 fps in 2v2
That's cool and all but we still don't know what Intel HD graphics version OP has.
Sorry, but you did same mistake as OP apart you wrote at least that it's Dual core - What exact number of Intel Pentium 1.9 GHz dual core, wouldn't be better provide link? Not sure how others but I'm trying to find out if you can launch game without Boost Clock to at least 2.5 GHz.
From what I googled OP could have one of 3 1.6 GHz versions :
997 Dual core without Boost
N3700 Quad core Boost 2.4 GHz
N3710 Quad core Boost 2.56 GHz
997 have Intel HD 2000 which doesn't support at least DirectX 11 feature level 11_0 (same with Intel HD 3000)
Not sure about 3700 but 3710 should run game.
And yes - guide mentioned above could help in that better performance case.
As I have said, Most celerons pentiums whatever you call it have a 2.4+ ghz turbo boost.
Intel HD 4000 runs RL at 60 fps just fine. The guy whom posted about laptop with a gt920M has not got a intel HD 4000+. It is significiantly weaker then a 4000.
