If it's a XInput device just plug it in and reconfigure your controls, no extra steps required. If it's an old DirectInput device you will probably have to turn on "Generic Gamepad Configuration Support" in the controller settings of steams big picture mode first.

If you need more information it would help if you told us what wheel you are trying to set up...

I also Googled for you and found video of RL Subreddit Moderator Goldfish so I asked him and this is answer for I guess Logitech steering wheel :

"Yeah, it's a little complicated and I haven't figured it out yet for later models of wheel. Basically, you need to set up a profile in the Logitech software so that your wheel's actions relate to certain keybindings so like when you turn the wheel left, it registers as pressing A to turn left and then you need to add a deadzone in the middle.
I am actually recording Episode 2 very soon which I'm going to include a tutorial on how to do it in there."

Just search on Google or YouTube "rocket league with steering wheel" and you'll find few videos if you want.
