Why does Jon Sandman's Steam and Alphaconsole look so different?

So I was watching one of Jon's livestreams and he opened up his Steam to download the new Salty Shores update (video link - https://www.youtube.com/watch?v=rhyjTFqhad8 and time - 11:26) when i noticed something wierd, his layout looked really different. It was so sleek and clean and was highlighted in purple. I moved on and thought it was just some kind of mod or something until i saw this video where he uses Alphaconsole (video link - https://www.youtube.com/watch?v=i7oYE-fJl9g and time - 0:10) and in that video, the layout looked similiar to the Steam, it was dark grey and looked really really nice.

Please tell me if I can get the same layout and how. Thank you!

It's probably just a skin. Steam has been skinnable for years.

He's using a skin for steam, no idea which one.

As for AC he says he just updated it. AC updates the database but maybe ther'e a new version of the program itself.
