Would recommend capping 2-3 FPS lower than your refresh rate. Unless you turn Vertical Sync off and don't mind screen tearing. You actually introduce more display lag if you have V-Sync on and hit your refresh rate cap.
I use RTSS for all my FPS capping. As it only causes 1 frame of display lag and can be adjusted while the game is running. NVIDIA has a frame rate limit in the Control Panel now as well. But it doesn't take effect unless you restart the game.

if you get 60 fps with max settings then max it. Use what you like.
250 is way to much, higher then your refresh rate is wasted videocard power,heat,durability and coilwhine.
I mean, it isn't a waste if he has a 240 Hz display.
If he's on a 60/120/144 Hz. Then yeah. Waste.
