Is there anyway to get the DLC car?

you could try getting a dlc key on 3rd party websites tho
but i won't recommend it

It's far from illegal (nothing pertaining to the law), but I don't know of any genuine third party sellers that still offer DLC keys for the game.

It isn't. But buying things from 3rd party sites isn't recommended because of various reasons.
