Painted borders?
how do i get a blue painted border?

Just select the color you want on the bottom right side of the garage menu, when you have the options of customizing or going into your inventory.

no, the white\silver part is painted blue.

Avatar borders change to solid colours after a certain level (I think it’s 300 or 400)
