Welp because the price of the dlc is (or rather, was) cheaper than creating a blueprint.

Let me show what I mean:
I got the Nissan Skyline for 30 rubles. It was normally 60 rubles but it was on sale.
I got a nice body with some decals, and a very stylish white wheel.
The cheapest wheels cost 100 credits to create/buy (depending if you buy it from the store or get a blueprint).
That is about 100 rubles. For what is a very mediocore very-rare wheel which will cost even more if it is an actually good very-rare wheel.
If you want a titanium white wheel (or essentially the same colour as the wheel of most dlc cars) it will be 100-500 credits more (100-500 rubles).
Black paint would fair similar for wheels on PC, I would expect.

Possible, but when, that is unknown. Maybe when the next Fast & Furious movie got released.

If this dlc is cheap for you maybe try buy it from g2 or other site and steam will accept this

The blueprint update was on Dec 4. So that's 3 months ago and none of the old DLC has appeared in the Shop yet. They are probably waiting for a new movie tie-in which will have a new licensing deal.

Well they did just bring back the ghostbusters DLC items in the shop so maybe they'll bring back the skyline too
