Choppy frames but high fps?

My fps counter says i'm at around 130 frames but occasionally my ingame fps is considerably choppy and nearly unplayable. How do I fix it?

What does the game's performance graph show? You can scroll through them with F10. My frame counter shows small drops, the performance graphs show massive drops that match how the game feels.

You guys should really start to use the search function before creating an identical thread as many others before.

Do a DDU, install latest GPU drivers without gforce experience and disable nvidia telemetry (if you have a nvidia GPU), use windows ultimate tweaker to remove all the bloatware from your windows 10.

I have that issue when I play borderless full screen. Playing in full screen has no stutters.
