This would be my assumption, playing over wireless.

This.

Lag is when your computer doesn't receive an update on what the cars and ball did for the last two seconds. Because the packets carrying that information never got to your computer.

Rocket League is programmed to try and compensate for dropped packets. So, when you start lagging, all the objects will keep moving along their last known vector.

When a position update finally does arrive, and your computer realizes it's got all the game objects in the wrong place? BOING. Rubberband. High framerate and low ping are usually unrelated to this. Your ISP is......you guessed it.......dropping the ball. (lol)

Meaning the same MODEL of notebook, or do you share your notebook with him?

Does your cousin use his notebook on the same internet connection? It's likely packet loss, which is made worse by the wireless connection. RL is very packet dependent and can't rely on lag compensation like other games.

I´m lagging too without packet loss, like a small stuttering, all since the update, 60fps, no lag, "normal" ping, like i´m missing frames, started with the anniversary update, it isn't much but it can be annoying.

is your VSync on? if not try turning it on
On the bright side, since you have a notebook it should be very easy to re-locate when playing RL and you can just plug up to the router via ethernet. If you can't, buy a Wireless Ethernet Adapter and go from there.

If Ethernet connection still lags, your ISP is the problem and I'd suggest you change, but that's not just an easy solution for most. If you plug into Ethernet and lag, you're probably out of luck, sorry.
