Report a translation problem
Each region has multiple Psyonix servers in it (far as I know). Each in a different physical location (far as I know). If there's a failure somewhere on the Internet, between you and the Psyonix server hosting your match? There ya go. Whenever your connection passes through that point with the failure, you'll have problems. Other players will have different connection paths, therefore they'll (usually) miss the area with the failure. If your next match connects to a different server, and your connection misses the failed point, the game will suddenly play fine.
The Internet has THREE parts. Your end, their end, and the MIDDLE. Don't ignore the middle.
I do not disagree with you, but this hardly provides any answer other than "there's a problem somewhere". My friend has this problem too and there's little to no real clue about this. Example: We play on Server A, both my friend and I have around 20-40 ping. The next game my ping is around the same, but his is around 120 throughout the whole game. The following game is the same as the first example and so on etc. We both have very good fiber connections and there's not a single problem when he's playing other games.
At this moment (unless it has been fixed by now) people in south america are having ISP routing issues for any servers in that region. From what I read (could be incorrect info), it looks like the south america servers are routing players of SA to US and back to SA, creating a longer and unnecessary route and a considerable ping increase.
When your friend has that increased latency, take note of what server you are playing. You can see what is the server and make some tests:
