I was just messing around with some of my other cars. Equipped my Skyline just to do some training, started it up and noticed right away that it was stuttering horribly. Never saw RL run that poorly. Wasn't even denting my rig resources either. There was no reason for it to be happening.
Went back to my Mantis, everything was smooth as could be again.
What car are you using?
Edit: You know, come to think of it, it might not even have been the car. It might have been the boost I was using. There was an issue I read about not long ago where a specific boost was causing terrible performance in high end rigs.
That's merely how fast packets get to your computer when they DO get to your computer. Packets that get lost in transit aren't included in the measurement. After all, you can't measure how long something that never gets there, takes to get there.
This is merely how fast your computer is drawing frames. If it's drawing the WRONG frames (i.e. because you're dropping packets) it doesn't care. Your video card draws what it's told to.
If the game transmits 90 packets a second and you only drop one packet every tenth of a second (i.e. you lose every ninth packet), it won't look like rubber banding. It will look jaggy.
Bingo.
Know what I bring to the table? A Rocket League game that actually works. That's what I bring to the table.
Usually people only get that love for making claims without anything to back them up. Actual facts that help in fixing the issues are always welcome.

Try this solution by psyonix it self.
"[Steam PC] Experiencing Stuttering?
Along with the Windows 10 Creator's Update, Windows has introduced some new features that affect gameplay. Unfortunately, not all of these features have the players' optimal experience in mind when active.
If you're experiencing stutters when playing online and offline, try:
Open the Settings program by searching for Settings in apps. Once this is open, you will be able to search for specific functions.
Search for "Game bar" and then choose: Disable Recording game clips, and then disable Show Game bar options
Once you've disabled Game bar an GameDVR, open Rocket League. Once Rocket League is open, proceed by opening the Task Manager (Ctrl + Shift + Esc). In Task Manager, right click on Rocket League and then choose Properties. In Properties, you will go to the Compatibility tab and then select the option to "Disable fullscreen optimizations.""

I'm also experiencing weird things. but not always during the day. It's never happening when full party. for today, I have no issue atm. I played like 5 games, not even an issue. I did the tip above yesterday evening after experiencing huge rewinds. I was ready to write to psyonix when I saw that.
Also the boost thing could be real... I have to thceck it out. I also will try some other cars as you said.
you talk of lag, lag is network latency/packet loss, then put fps into the mix, lan, suddenly you’re talking of particular cpus into the mix.
you’re just spewing terms without knowing what they mean or cause, not explaining your issue at all and get all snotty.
this is why people who could help with problems, choose not to and you get completely placebo answers from who doesn’t know any better but want to help.
Since doing the below I seem to get poor response spikes from the RL server to my input:
"Network settings (Client Send Rate, Server Send Rate, Bandwidth Limit) will each be reset to High for all players on all platforms. Changing these settings will now have an effect on your network connection"
It's almost as if their servers can't handle the rapid packets... Either that or they've change the way that the server anticipates your location to actual or combination of both...
