The next ban is not permanent, if you behave for a while, like you did before, the timer can go down, if you don't, the next ban is 1 week, only after it that it's a permanent ban.

i hardly doubt that these kind of manual / automated "hard" bans get a level down. you will stay at this level and take the next higher ban level (24 /72 / 168 / perma)
Only the "soft" ban levels from ranked quitting can get a level down after a 12 hour cooldown.

They do, i had a 24h ban 3 times so far and not from rage quitting, thats for sure :D
If he only plays in lower rankings than his original account, hours don't matter, he would still be a smurf.
