If you experienced rubberbanding with 200 ping it's possible that you also had some packet loss, which usually has a much more severe impact than a high ping. Lag compensation might have played a role too, but that's just a wild guess...
I guess you mean restarting, resetting will reset the settings to default (as the name implies).
Also mind that wired and wireless networks won't just simply lose signal strength after some hours and signal strength doesn't really impact your latency, unless packets need to be retransmitted (which doesn't apply to RL).
No, ping is used to measure latency.
That won't affect RL at all. This setting is for steam's server browser and limits the ping attempts per minute, which is only relevant for games that use the steam server browser to begin with...
