For me, I don't really see a Pro or Con to it. I guess if you are commited to playing the match even when a teammate or both teammates leave, then you have the understanding, and basically agreeing, that if you lose you still will be penalized for that loss. You still have a few seconds to leave right after a teammate or both teammates leave without being penalized, so I recommend just leaving after a teammate or both teammates leave.
"The first person to leave skips up a level of punishment" I'm pretty sure this already exists.
Leaving does still count as a loss, but I agree that it should at least drop a division for leavers. It isn't too much for players to quit
Keep in mind that the upcoming update states that there will be a bonus for players who complete the match and more penalties for leavers. Hopefully players will stay in their matches longer.
