1v1 offline?
Is there anyway i can play with two controllers. My little brother wants to play with me but doesn't have steam.

Wow, that's a bit rude no ?

To play local matches, you have something called "exhibition" in french, that doesn't require you to go online. I BELIEVE that it works with local muliplayer too. (local multiplayer is easy to start, simply press the start button on the second controller)
If it doesn't, maybe the "play online => create a private match" will do.
