No. It is not a virus. Just look in their discord. As of 10/04/2017, they are at 40k users. Some big youtubers like Nexpih, IRidium, and Llama Sir have made a video on it. A bunch of pros, like PWNDX, Zanejackey, Maestro, Jacob, Fair Peak, and like 30+ more use it. Even Axel_Toss (RLCS caster / host) uses it and is recognized in the community figure list. One of the biggest traders known as Heybg uses it.
Me and like 6 other friends have had it downloaded almost since it first came out. It's completely safe to use, and is literally just a mod. If Windows says "Threat Blocked" when trying to run it, you just press "Read More" and hit Run Anyways. It simply blocks it because its a .exe that can change files (thats how the mod changes textures of items). I've never had any issues, and it never does anything fishy, and it does not mess with anything outside of RL, and it doesn't change anything you dont tell it to.
If you're still uncertain after that, I don't know how else to tell you it's not a virus. Also, if you're wondering, you can't be banned for using it, as it is just a client side mod that give you no advantages over the opponent.

This is why a lot of mods that you download get "blocked" by Windows, because they are not installing programs, they are just changing around files (how mod's work in the first place). It is not a virus, and your Antivirus "blocking it" is not proof of it being a virus. Antivirus's have fasle positives all the time. Heck, when I was installing Malware Bytes Anti Malware, Avast told me that it was a potentially unwanted program, which is clearly not the case.
Until you can prove that Alpha Console has changed files outside of Rocket League, or changed any files that you did not change, and until you prove that it damages your computer or compromises your privacy, you simply cannot claim it is a virus. And if it were, I'm pretty sure that out of the 40k users currently using it, at least one of them would have found something.
TL;DR: No, it's not a virus. Many pros, RLCS casters, and large traders use Alpha Console. Psyonix supports it and does not plan on banning anyone using it. It has not shown any proof of being harmful to any of the 40k+ users computers, and therefore is not a virus.
And Stuxnet 2.0 will be on the loose.
