Seriously, why is this game running so poorly on my hardware?
I am starting to get extremely♥♥♥♥♥♥♥♥off about this. I have an i7-7700K @4.2ghz, a GTX 1070, and 16 GB of RAM. Every other game in the universe I've tried (outside of some crappy sandbox games with the worst of the worst optimization possible, but even they are running better than this with a solid 60 with V-Sync on, and 120 with V-Sync off) runs at 1080p 120 - 300+ fps on max settings. Why wouldn't it? This hardware is overkill for 1080p.

When I first got this game, it ran exactly as I expected. 1080p 250 fps (non-locked of course) and never dropped frames no matter what. Now, I get framedrops and stuttering everywhere. It plays exactly like it did when I was on console, and sometimes even worse! I've even hit 15 - 25 fps for several seconds. This is extremely, extremely, EXTREMELY, EXTREMELY annoying when I just want to relax in the evening and I'm in the heat of a good game and I miss a goal or a save because my game freezes for a quarter of a second and gets like 15 - 20 fps. This is the worst on Dropshot and Rumble, but even just pausing, going through menus, merging or joining game lobbies, and just playing the game causes this garbage performance.

You'd think that since I can run games that you'd think are far more resource intensive than a physics box with a ball and 6 cars in it covered in excessive bloom at amazing framerates and settings, I wouldn't be having issues with this game. Because that's all it is. A physics box with a ball and 6 cars, all covered in excessive bloom and postprocessing effects. This shouldn't be a mid-to-high end PC killer.

I need some suggestions, because I am well past the point of a refund so I'm basically stuck with this, and my anger is growing by the minute.

Any suggestions other than "Upgrade to X piece of hardware which is better than your already overkill for 1080p 60fps specs" would be greatly appreciated lol.

I have almost the same specs as you do (but a i5 6600k) and I still run above 200 fps (up to 300+ on some maps).
So I'd say it's not your hardware but rather what you have on your computer. Did you try monitoring your CPU/HDD usage while playing and see if you have 100% spikes around your stutters ? Which might be caused by another program that you didn't have before ? (on my laptopt I used to have this problem whenever my antivirus started scanning stuff, poof 100% HDD and stutter)

From the specs you mentioned, what I would recommend is another 1070 in sli. Minimum.
Because you do not know how to optimize a PC?
I get between 150 and 250 fps on all maps with a i7 @2.4ghz and a GTX 780.
Run services.msc and eliminate the unnecessary apps.
On the nVidia panel turn off streaming, 3d etc and allow "use game settings."
If you "show hidden icons" (lower right bottom) how many apps running?

I get 250 fps or whatever I set the max fps to, but the stutters are so quick that Steam's fps counter doesn't even display it most of the time. When I got those 15 - 25 fps drops, Steam was still displaying 60 (I had it locked at 60 max).

I'll check. The biggest culprit is probably Wallpaper Engine, but when I was running an audio responsive wallpaper with particle effects everywhere, I could still play BF1 on max with barely any frame difference and zero drops. This problem is only affecting Rocket League, which is what frustrates me so much.

The 1070 is already overkill for 1080p 60 fps, especially for a game like this. I'm not looking to buy any more hardware than what I already have. This PC was already $1000+ and I just got it last month.

Plus, I don't think my 1070 has SLI support.

I'm starting to think that something about Rocket League is causing my PC some trouble. I'm definitely going to explore some of the options here, but I recall the game running much better when I left the framerate unlocked at 250.

EDIT: It might also be relevant to mention that I run Xbox's background recording. Though this has never affected me in any other game. Is it heavier than NVIDIA Shadowplay or OBS Studio?

free up space where ever you have it downloaded to?
no one needs the fps at 250 because no monitor can truly capture it, if you have a 60Mhz monitor set the max fps to like 65-80, if you have a 144Mhz monitor set the max to like ~160.
Turn off everything you don't need while running it.

I play on a laptop with an i7, GTX 960M, with 2 x 8 Gigs of RAM @ 2133Mhz each. and have it capped at 65 fps so it doesn't get too hot, my monitor can run it (60Mhz) fine and my laptop keeps a consistent 65 fps because that's all you need. 65 max so if it drops on some maps it'll be at 60ish still. I can run the game no limit at like 120fps but again there's no point.

It's on my HDD which has around 300 - 400 GB left. It should be enough to keep the game from choking. That said, I'll drop the limit back down to around 80 or so to have enough headroom for these drops, and I suppose I'll have to close all the stuff I always have running in the background while playing games (which never causes problems for any other game). I always loved being able to run my games like normal without closing a single app. I've had music production software running with a heavy project loaded, and even other games I forgot I had open running in the background that I forgot to close. It's not like I go out of my way to make sure I have the heaviest programs running while launching a game, I'm just taking advantage of the fact that my hardware is powerful enough to run any other game perfectly while leaving other things open. It just sucks that I'd have to do that for this game because my hardware can rip through every other game I want with no issues.

Thanks for saying what I was thinking. I'm sick of advice like "Just get a 1080" or "Go even more overkill on your specs with X piece of hardware" which is why I specifically asked that people don't say that. There's always one though lol.

Oh, and it might also be worth mentioning that I play in a borderless window. I have heard that causes issues for some, but like I said, Rocket League is the only game I have real issues with.

A new driver was released yesterday for Star Wars Battlefront 2. I'm installing it now.
