It would be nice if they updated the descriptions of the soundtracks to let you know that there may be songs you like and hear every time you play that you won't get even if you buy every OST DLC. To be fair, that song is not listed in the playlist for either DLC, but I wasn't sure if it was an erroneous omission, or if it was titled something else in the lists on the store page, or something else. I just thought if I bought every sound track available, I'd get all the songs. A bit more transparency on the store page stating that is not the case would be nice. Just a simple statement like: ** All songs in the game are not included in currently available OST DLCs. You'll see a bunch of negative reviews on the soundtrack store pages concerning this, which, again, isn't really fair to the devs, but it's just not a good situation all-around.
I'm sure the next OST DLC will include it and any other song that was added since the 2nd soundtrack was released. But that will get outdated too. I think they should only have one OST available that gives you every song in the game and updates whenever a new track is added to the game.
