All my exotic wheels say 'Cannot be traded in'?

Like, all of them? I have bought exotic wheels and traded those ones before. So how did people get those ones?

You cannot trade them up. You can trade them to other players but not trade them up for the next rarity.

Exotic is the highest rarity, so you can't possibly get something of higher quality.

But also, the set of exotic wheels I just got doesn't have a trade hold indicator on top of the item like every other item I get in crates? Does that mean exotic wheels can instantly be traded with others?

The items inherit the trade cooldown of the key used to open them. It's likely you opened them with a key that already dropped its cooldown.
