If you look properly you can see easily that cars are small. Ball have normal size.

the only basis we have for size is the sharks and jellyfish on the auquadome map, and so I would say that they are small, and that the sharks/jellyfish are regular sized (mabey the jellyfish a bit larger than normal), and the audiance really are colorful eggs

The devs are ambiguous on this subject. Early builds of the game has visable drivers in the cars, and now they do not. When asked during a GDC presentation they neither confirmed nor denied whether they were full-size or not.
