Obviously the Intel graphics are a let down. This game isn't that demanding, i couldn't tell you though to be honest.
Maybe someone who knows intel a bit better will know.
You'll probably get a better answer asking this on either the official forum or a PC tech forum though.

Are you on a desktop or laptop? Just that if it's a laptop i'd keep in mind possible overheating.
I only mention that because my laptop is built for gaming with a decent cooling unit but for some reason rocket league cooks it. Without a cooling unit i imagine it'd melt.
Your specs suggest it isn't built for gaming and therefore won't have the cooling to match.
If it's a desktop it shouldn't be an issue though.

Ah, well. If you do buy the game. Just be mindful of what i said. Monitor the temperture.
I was very surprised by how much my laptop had heated up after a long session on this game.
Because i play games far more demanding then this. They don't put out half the heat RL does. It's weird.
You need to upgrade your video card. I'm using an old AMD 955 cpu with gtx960 and get min 140. Usually above 180fps.
