What method. Display Capture? Game Capture? Window Capture?
The way a game is captured can have performance impacts.
I'm using Gamecapture, mode: capture specific window
Reinstalled both OBS and RL aswell
Also, what are your PC specs?
i've got a GTX 1080 and a i7-6700k processor and samsung 850 SSD's, 16gb ram
Are you on Windows 10 Creator's Update?
Edit: Won't be off work for another hour and half.
I have an up-todate windows 10 pc, so i guess the Creator's Update!

I uncapped my FPS so I'd hit 250 in the main menu...
When I opened OBS and clicked back into the game. My FPS dropped dramatically and there was a ton of stutter.
I fixed it by going into Windows 10's Settings and disabled the new Game Mode introduced with Creator's Update.

Edit: Make sure OBS and Rocket League aren't running when you change it.

Edit: Forgot to mention. I am using Display Capture and not Game Capture.
The stutters are gone! Fps is not my usual capped and stable 150fps, but a 60-70 instead. It's better then: unstable 110fps with stutters, right!?
I gonna check other settings aswell just to see if there is something unusual
