apparently capcom didn't even bother submitting this game to USK for a proper re-evaluation, since the original is basically banned since 2007.
i'm afraid the best legal option we have is buying a physical copy for console.
the original ban never made sense to begin with, given that other zombie games got the clear. The USK and BPJM are absolute morons. Acting like ♥♥♥♥♥♥♥ reddit mods....
if you can buy a key, as is usual with other capcom games, then there should be no problems getting the game on steam
worked for Dead Rising, Dead Rising 2, Dead Rising Off the Record and Dead Rising 3...
i don't know why everyone always has to get artificially upset first.
just wait until the release, then see what options there are
if worst comes to worst, you can always get it as a gift from a friend abroad
whatever "tricks" you might remember from the past, they have long stopped working or violate steam's TOS. doesn't matter if the game is from capcom or whoever.
you can buy a key from foreign region - it won't activate.
you can get a friend from abroad gift it to you - it won't activate.
bottom line:
if the game is unavailable in your region, you won't be able to activate it, period.

it's a shame though, because all capcom needs to do is resubmit to USK. things have changed since 2007 and nowadays the game would be approved with mature rating.

that's simply not true. You can activate DR1 and DR2:OTR keys perfectly fine AND play them without any issues or the need to use VPNs. I've done so with DR2:OTR. Just make sure that the site you're purchasing them from states that they can be activated in Germany and you're good to go.
That is mostly to combat buying games in cheap regions (like CIS) and gifting those. It even says that in the description you linked (+Screenshot). You can still receive almost all gifts just fine (and use them normally) if the person gifting the game and the one receiving are in the EU.

you can see on steamdb that most of those keys are not region restricted. i can confirm they work in germany.
however, things have changed since then. policies and restrictions have changed. it's 2024 now and when dr1 deluxe remaster releases, you will need a key that can be activated in germany - just as you state:
that's 100% correct, BUT keys like that will simply not exist. capcom has already confirmed to some news-outlets (eg JPGAMES) that they do not plan to ship the remaster in germany. what makes you think they will provide any keys for germany?
Just to be on the safe side, I have a question:
If I buy a Dead Island 2 US key now, can I activate it in Germany "without tricks"?
or would that be possible because there is a cut USK version?
