However, you never know. Maybe Capcom did offer him the job and he was simply not interested and re-record the same game again or he was busy with another project. You can never point fingers without really knowing how the business went down.
In the trailer you can hear that some voice recording for other characters are re-used from the original. Maybe Frank did get new lines, so he needed to be voiced all over again.
The butcher boss is completely different, so he was also recast.
It's a damn shame because everything else looks great in the remake.
This is either gonna be a discount purchase for me, whether it's later in time or from a grey market site, or I'll wait until a mod is available to restore the correct voice for Frank.

Learn to read and how communication works instead of senseless accusation. I even acknowledged when Piotyr confirmed that TJ already spoke about it.

Part of the reason Hank East was unbearable in DR4 was the fact he was written like a family guy character instead of how he was in prior games. DR1 still has a lot more serious moments that contrasted the humor and define the writing.
