Commercial Row filled with nothing but empty/blocked buildings [Beta Build]

As the title says, I ran into a Commercial Row that was filled with nothing but buildings that were either empty rubble, the entrance was blocked by rubble, or the entrace was off screen.
I remember that there was 6 buildings, 3 of which were a coffee shop, a gym, and a pharmacy/hospital/clinic.

Okay, just reloaded the area because I'm a cheating ♥♥♥♥, and the state of the buildings are the same, but it's a different setup from before.
Guessing most/all the Commercial Row generations are being affected by this.

Ahh just did it a third time, and it seems to only effect the building generations for the bottom 2 rows.
I had a third row of buildings spawn in this time, and all 3 buildings on the top street were filled with loot.
