According to the patch notes, Obama was added to the special character pool, but I haven't seen him show up yet.

The good news is that the game also features a character creator, so you can make your very own Obamasona to play as while you search for the true Obama.

Considering the fact that one of the random road dialogues is "thanks zombie obama", I'm going to bet he's a zombie. lol
