Finding The Panda

The Panda shows up as a rare character during city looting events (the kind where you get two locations to choose from), right? I'm just wondering because I've never seen it in 100 hours of gameplay and am trying to encounter it for the achievement (whereas I've seen Gordo/Fairy Queen/Rick countless times). I'm using a City Seeker/Explorer character with a Civilized/Athlete and am Alt+F4/restarting during city looting events if I don't see a rare character/building until one shows up (which I've found doesn't reroll the rare character/building).

This is a very tedious process and I'm thinking maybe the panda doesn't show up in cities or maybe there's a faster way to go about forcing this encounter without editing files. Any tips/advice is really appreciated!

you will regret it. when i found the panda, i killed all opf my characters trying to recruit it.

My civilized character is there so I can charm it and avoid it killing my team.

Three weeks and 73 hours later I finally found it. I gave up looking specifically for it a while ago and started trying to get the Omega Streak achievement instead. Today I finished up the Omega Streak achievement on Long Winding Road and coincidentally managed to find the Panda on this last run. I don't think it's more rare than the other city characters so I don't know why I had so much trouble running into it.

Long Winding Road might be the best mode for finding all the special characters. Been looking for Panda for a while now too and decided to try long mode after reading this, and found it on my second try after couple city visits.

He has a fierce claw and is like a human with only one inventory slot for a weapon
