If you send your dude who can cool it to the cool it diplomacy event you get a charged one automatically
Somehow low attiude characters almost always come with loyalty issues
If you do it enough time (3-4), you have access to "COOL IT!!!!" flashing which gives you an extremely favorable result. (Bandits leaving you for free with a bonus, a free automatic/heavy weapon....)
Yes, raising the attitude to 2 (purple) make you lose your "cool it" ability, although they can be easily prevented.

The wiki disagrees. It claims normally you need to max out the meter and enabling "COOL IT!!!" to get the very favorable result but it's possible to get the favorable result with "Cool it" at a very low probability. In short, it's meter and luck based.
I've played with my friend and... I'm inclined to agree with you instead of the wiki. I just wanted to know if anyone had evidence either way.
3+ Attitude is pretty useful, but I wouldn't want to lose "cool it" ability when the meter maxed out and able to make the next set of bandits realize they need to chill out and "we're all humans man" or something.

Actually I kinda forgot, but for certain events (Silent Bandit is the one to come to mind), "Cool it" can be randomly good or bad.
