"Cool it!" Effects
I know the option to say "Cool it!" would do something usually bad, but build up a "Cool it!" stat. Whenever the stat reaches maximum, there is now an option to say "Cool it!!!" which provides something really cool and benificail.

In the mean time, you are suffering all the problems of any low attitude character.

Now, according to the wiki, there is a small chance "Cool it!" (the normal insulting bad vesion) will occationally (like less than one in a thousand) actually result in the same result as the "Cool it!!!" (the good one) and you get the same effects, good benifits and resetting the stat to zero. Is this true that there is an RNG for it? I mean, that would be really cool that there is an RNG that gives a chance for something good to happen in the off chance you never get to build up the meter, but I don't know if it's true.

Also, what happens if you get an attiude raising event? Do you lose your cool it meter?
There are attude lowering events, so the converse must be true unless the game is just being cruel. I mean, the game is supposed to be a challenge but in for most of the troubles, you can bounce back with skill and RNG. For example, you gun the car to avoid bandits. The car breaks down. Then you have to walk. One of those bad walking events happen. All three of your dudes have ♥♥♥♥ morale and you argue until you are surrounded by zombies. That is cruel RNG. But through luck, you pull through the siege and have enough medical supplies to heal back! Once you find a car, you've bounced back.

Low tude is really not that bad
If you send your dude who can cool it to the cool it diplomacy event you get a charged one automatically

If a char has low loyalty just keep them at high morale

"Cool it" is not luck based, it's a charging capacity that loads when your annoying character says it.
If you do it enough time (3-4), you have access to "COOL IT!!!!" flashing which gives you an extremely favorable result. (Bandits leaving you for free with a bonus, a free automatic/heavy weapon....)
Yes, raising the attitude to 2 (purple) make you lose your "cool it" ability, although they can be easily prevented.

I've played with my friend and... I'm inclined to agree with you instead of the wiki. I just wanted to know if anyone had evidence either way.

3+ Attitude is pretty useful, but I wouldn't want to lose "cool it" ability when the meter maxed out and able to make the next set of bandits realize they need to chill out and "we're all humans man" or something.

Actually I kinda forgot, but for certain events (Silent Bandit is the one to come to mind), "Cool it" can be randomly good or bad.

I don't think there's a tiny chance to get a free COOL IT!!! uncharged. Unless I put that in and then forgot about it.
