Major Frame Rate Issues

I was streaming this, and at random intervals it would randomly drop to under 10fps... it would then fix itself go back to its like 400 fps and then drop again. In the menu. In the game. Its really starting to piss me off honestly. I love this game, I love watching this game. but when i try play it i run into issues on a computer that has just been reformatted that can run games like PUBG at a steady 60fps while streaming.

Any suggestions.

Menu is filled to the brim with zombies, try not running it in fullscreen first and stuff

Its not full screen and the issue is worse in full screen.

Does it do this whether you're streaming or not?
