Issue with Herman (Recruit)

So I just recruited this guy a while ago, he happened to be a really good fighter (He-Man reference I guess). But when I left the city where I found him (by car) noticed that he was not in the team, despite seeing him get into the van when I left.

Is this a bug? Or is this guy some sort of one-city only recruit?

Edit: I choose "Fabulous power" in the dialog choices

He only helps you on the raid, then leaves.

Weird, because it wasnt a raid. Just stopped to search for some goods at a sports shop

He's referring to a raid as a looting event. It's different from a siege event.

Yes, Herman will only temporarily help you in that specific looting area. He's gone after that.
