Odds of finding the Fairy Queen/Skeletons?

I haven't come across either of them AT ALL. While she's rare b/c bonuses, and they're rare b/c unique location, my efforts are still fruitless even WITH the City Seeker perk. Just Gordo, R#ck, and the panda*. Do they (mainly the Fairy Queen) have stupidly low odds normally, are completely unrelated, or something else? I'd appreciate any and all tips and info about the subject matter.





*I still thank Rocketcat for the perk nonetheless for helping me find the mentioned 3. It helps the odds: I'm just wondering if there's anything to stack.

All of the rare city locations/characters you can find have an equal chance of being found. So it can be difficult to get something specific if you're trying to.

Well, nevermind. As of typing this, I found all of them (R#ck, Panda, Gordo, Skeles, and Fairy Queen, in that order) as of 2-4 days ago, so I'm fine.
