Level up card in collection

What is the function of leveling up cards in the collection tab on the starting screen? The cards I get in game are still level 1 even if leveled up in the collection. What am I missing?

It is so you can preview what the higher level cards do. Many times, you want to plan your build around level 3 cards, rather than level 1 cards.
